Vietnam’s unemployment rate among the working-age population in the third quarter of 2025 was only 2.22%. However, behind this seemingly positive figure lies a worrying issue: the number of “three-no” youths — those who neither study, work, nor participate in training — is rising sharply again.
According to the General Statistics Office, in the third quarter of 2025, there were about 1.6 million young people aged 15–24 in the “three-no” group, accounting for 11.5% of all youths — an increase from 10.1% in Q2 and 10.4% in Q1 of 2025. Notably, this rate is higher than the same period last year (10.7%), indicating a reversal after two years of stability.
The “three-no” youth group is concentrated mainly in rural areas (13%) and among females (13.3%), significantly higher than among males (9.8%). This reflects gender and spatial disparities in employment opportunities as well as limitations in young people’s access to education and vocational training outside urban areas.
Although Vietnam’s labor market is considered to be recovering, its quality and sustainability remain questionable. The fact that unemployment is low while the number of “three-no” youths is rising shows deep structural divisions. A segment of young people is falling out of the cycle of study and employment, while businesses are struggling with a shortage of skilled labor.
This problem is not unique to Vietnam. According to the International Labour Organization (ILO), there are currently about 262 million “three-no” youths worldwide — accounting for one-fourth of the global youth population — two-thirds of whom are female.
Drawing on international experience, the ILO has proposed the “Youth Guarantee” model — ensuring that every young person has access to employment, vocational training, or further education within a few months after leaving school or losing a job.
For Vietnam, stronger investment in digital and green skills training, expanding vocational education opportunities, and supporting the transition from school to work are urgent needs. Maintaining a low unemployment rate is a positive sign, but if more than 1.6 million young people remain “on the sidelines,” the labor market will struggle to achieve sustainable development.
