SEOUL — On a predawn bus taking her to work as a cleaner, Jung Soon-ja snacks on ginseng jellies to boost her energy and applies eyedrops to protect against the dust and chemicals she will encounter.
She rises in the dark every day to catch the first bus at 3:50 a.m. from her home in a working-class area of northern Seoul to the glitzy Gangnam district in the city’s south. She has to mop all the floors and empty all the wastebaskets by the time the first suited workers arrive in the office.

South Korea has a weak social safety net for elderly people, with only a meager national pension plan, meaning many people like 65-year-old Jung work into old age. The fortunes of vulnerable people like her are at the center of public discourse as the country gears up for pivotal elections next week.
After pulling out, the No. 8146 bus gradually fills with dozens of cleaners and security guards who toil in shiny commercial and residential buildings. The bus made headlines in January last year when Prime Minister Han Duck-soo rode it one morning and listened to cleaners’ requests to move forward the departure of the first bus by 15 minutes, from 4:05 a.m. to 3:50 a.m.
Later that month, the schedule was modified and workers were able to start their commutes earlier. Jung says the buses are now less crowded and it is easier to get a seat.
But despite that improvement, Jung and other working South Koreans are still struggling as inflation, particularly for food, pushes up the cost of living while wages remain stagnant.

“Life has gotten harder in some basic ways,” Jung told Nikkei Asia one recent morning. “I’m not sure what the government can do to solve those kinds of problems.”
The country will vote in legislative elections on April 10, and both major political parties are attempting to paint themselves as the one with solutions to bread-and-butter issues of living costs and social welfare. In the runup to the vote, the ruling conservative People Power Party and the left-leaning Democratic Party of Korea are both trotting out promises to boost state spending to help working people like those who ride the No. 8146 bus.
Ahead of next week’s polls, passengers on the No. 8146 bus spoke of a desire for measures to bring down the cost of living. Jung, the cleaner, said she doesn’t expect the election results to lead to major changes in her daily life. She smiled when asked about the grind of rising before dawn, saying, “I’m a morning person anyway.”
Jung wore light makeup and a lavender face mask due to concern over COVID-19. “The bus is really crowded, and at my age, my immune system isn’t very strong,” she said.
By 4:30 a.m., new passengers who boarded had to stand. Many of the elderly women exchanged warm greetings born of the familiarity of routinely encountering each other on their commutes.
At 4:55 a.m., shortly after the No. 8146 crossed the Han River south into Gangnam, Jung disembarked and disappeared among the high-rises for another day on the job.
