Widow Law Wai-ho, 82, lives alone in Hong Kong and worries that no one will be there to help if anything happens to her. Law recalled her helplessness when she fell on the street and could not get up until a security guard arrived and took her to hospital, where she spent a week with no one by her side.
Law, who survives on government welfare allowances, said her son seldom visited her, while her daughter lived in the mainland Chinese city of Zhongshan with her own family.
“I spend most of the time alone at home. No one will even know if I’m dead,” said Law, who needs a walking stick to get around and suffers from angina, diabetes and high blood pressure. “It is pathetic.”
She is among the city’s “hidden elderly” – people who lack family care and a normal social life and are not known to support networks – an issue thrust back into the spotlight by the discovery of skeletal remains in a public housing flat.
Experts and social workers warn that these older residents face mounting physical and mental health risks, and need more timely support, despite the government rolling out a raft of new services in the wake of a string of similar tragedies.
More than 188,000 people aged 65 and above live alone in Hong Kong, while about 396,000 older residents live with their spouse only, according to the 2021 population census.
The number of people aged 65 and above is expected to nearly double from 1.45 million in 2021 to 2.74 million in 2046, when more than one in three residents will be elderly, according to official projections.
On Wednesday, police received a report from a Housing Department employee who found the remains of an elderly man in a flat at Shek Lei Estate in Kwai Tsing.
“It’s unbelievable that the elderly man was only found when all that remained was a skeleton, which indicates no systematic support was offered to him,” said lawmaker Tik Chi-yuen, who represents the social welfare sector.
“Despite many new services being introduced, the safety net for the elderly has not been maturely woven, and there are still many loopholes.”
Welfare authorities are working to set up a centralised, cross-departmental database on carers including those looking after elderly people.
Ted Lui Chi-ho, a community organiser at NGO the Society for Community Organisation, echoed Tik’s call for the early implementation of the high-risk group database, which he added was only a first step before more care services should be provided for them.
“The man in the tragic case lived alone and had chronic diseases, but why wasn’t he visited by social workers or care teams or friends?” he said. “There are many similar elderly people who are socially isolated.”
He said the government’s care teams should visit them more frequently, at least once a month, while they should also be offered with the care-on-call services as well as other support like meal delivery, so that they were regularly checked upon.
Personnel from the social welfare and housing departments should also be more watchful for potential risks when an elderly tenant stopped paying rent or retrieving allowances, he added.
